Mohave County, Arizona real estate investing: where motivated sellers show up in the court record
A county where nearly half of owners hold no mortgage and a third of residents are 65 or older. Here is what that means for probate, divorce, foreclosure and tax sale deals.

What the housing looks like in Mohave County
Mohave County has 217,420 residents and 119,593 housing units, and the median home value is $253K. That is the starting point for Mohave County Arizona real estate investing, but the age and ownership numbers tell you more about who your sellers are.
Equity is the headline. About 74% of homes are owner-occupied, and 48% of owner-occupied homes have no mortgage, against 39% nationally. When a free-and-clear owner dies, divorces or falls behind on taxes, there is often no lender setting the pace, and the negotiation is mostly with the owner or the family.
The population is older than almost anywhere. Median age is 53.2 against 38.9 nationally, and 32% of residents are 65 or older against 17% nationally. Expect estates, downsizing and heirs who live in another state.
Vacancy is high and building slowed. Vacant units make up 19% of housing, against 10% nationally. The county permitted 1,817 new units in 2025, a 28% decrease from 2024. Some vacancy is likely seasonal or second-home use, which is a reason to look at each property rather than assume distress.
The housing stock is 62% single-family detached, close to the 61% national figure, and 0% was built before 1940. You are not dealing with century-old houses, so repair budgets are driven more by desert sun, roofs and mechanical systems than by antique wiring. For buy-and-hold, HUD Fair Market Rent in the Lake Havasu City-Kingman area is $1,229 for a 2-bedroom and $1,708 for a 3-bedroom.

Which court filings come before a sale here, and why
Each filing type signals a different situation. Knowing the difference keeps you from pitching the wrong thing to the wrong person.
- Probate. A death often leaves a house with heirs who do not want it, cannot afford it or live far away. With this county's age profile and high share of free-and-clear homes, probate is where much of the equity sits.
- Divorce. A couple often has to sell or buy one spouse out. In Mohave County Superior Court, parents in divorce cases involving minor children must complete a parent education program the court orders under A.R.S. § 25-352, which tells you the case may run on the court's schedule and not yours.
- Pre-foreclosure. This applies to owners who do have a loan and have fallen behind. Since fewer owners here carry mortgages, this pool is smaller than the equity-heavy probate and divorce pools, but those owners may be motivated to sell before a sale date.
- Tax sale. Delinquent property taxes lead to tax lien certificates and, in some cases, further action. The next section covers the calendar.
Partition and pre-probate filings exist elsewhere, but this guide sticks to the four types offered in this county: pre-foreclosure, divorce, probate and tax sale.
The property tax calendar and tax sales
The first half of Mohave County property taxes is due October 1. The first installment is past due after 5:00 p.m. on November 1, and the second, due March 1, is past due after 5:00 p.m. on May 1. Delinquent taxes bear interest at 16% a year, simple, and a part of a month counts as a whole month (A.R.S. §§ 42-18052 and 42-18053), so a retired owner on a fixed income can get into trouble quickly.
Tax liens are not ownership. According to the county's published information, Mohave County sells tax lien certificates against parcels with delinquent taxes. Bidders must register, purchases are final, and a per-certificate processing fee applies. A tax lien does not convey ownership, but it may allow foreclosure through the Mohave County Superior Court once certain conditions are met. The owner can redeem for three years after the lien sale and after that until a treasurer's deed is delivered, and the lien buyer cannot sue to foreclose the right to redeem until three years after the sale (A.R.S. §§ 42-18152 and 42-18201).
The tax deed sale is a once-a-year event. The 2026 Tax Deed Sale was held online from March 2 to 6, 2026, and the sale has historically run in the first week of March, the only time in the year it is held. Winning bidders pay the bid plus 8.5% plus a processing fee, and payment is due within five business days by credit card or wire transfer only. Have your funding arranged before you bid.
For a motivated-seller approach, an owner who is behind on taxes before a sale may prefer a private sale to losing the property. Those redemption deadlines are set by statute (A.R.S. § 42-18152), and an attorney can explain how they apply to a given parcel.

How the process works in Arizona, in plain terms
Foreclosure. Most Arizona home loans use a deed of trust, which generally allows a trustee sale outside of court rather than a lawsuit. That means the timeline is driven by notice requirements and not by a judge's calendar. The notice of sale must be recorded at least 90 days ahead, because the sale cannot be held before the 91st day after recording, and the notice must be posted on the property at least 20 days before the sale (A.R.S. §§ 33-807 and 33-808). The owner can reinstate the loan until 5:00 p.m. on the last business day before the sale (A.R.S. § 33-813). Once the trustee's deed is delivered, the sale is final with no right of redemption (A.R.S. § 33-811).
Probate. Probate is handled by the Superior Court in the county. A personal representative is appointed, and the court-issued letters are usually what give that person authority. In an unsupervised administration, the personal representative can sell estate real estate without a court order (A.R.S. §§ 14-3704 and 14-3715); a supervised case, the will or a court order can limit that power. Do not assume the person living in the house is the person who can sign.
Divorce. The court controls how property is divided. Once a divorce case is filed, a court order bars both spouses from selling or encumbering joint or community property without the other's written consent or the court's permission, with limited exceptions (A.R.S. § 25-315), and the case can take time.
This is general information, not legal advice. Rules and timelines vary, so confirm anything that affects a deal with the court handling the case or an attorney.
Approaching owners respectfully and legally
The people behind these filings are grieving, separating or under financial strain. A calm, honest, low-pressure approach wins more deals and avoids trouble.
- Say who you are and why you are writing. Do not imply you represent the court or a government agency.
- Lead with a letter or a short note. Give the person room to respond in their own time, especially after a death.
- Respect Do Not Call. If you phone, scrub against the National Do Not Call Registry, follow the FTC's Telemarketing Sales Rule and Arizona's telemarketing rules, and honor every request to stop.
- Never rush or pressure. Suggest they speak with an attorney, a tax adviser or a family member before deciding.
- Be clear on your offer. Explain your timeline and what you will and will not pay for.
With a 32% senior population, expect to talk with adult children and out-of-state heirs as often as with the owner. Be patient with questions and do not treat a slow answer as a no.
What to look for before making an offer
Confirm who can sell. In probate, that means the court-appointed personal representative. In divorce, it means both spouses or a court order. In a pre-foreclosure, it is the owner of record, subject to the lender's timeline.
Check the occupancy and the vacancy. With 19% of units vacant, some houses may be seasonal or unused, while others may be occupied by heirs or tenants. Know who is living there before you plan on possession.
Price by town. Bullhead City ties to the Laughlin resort and gaming industry, water sports, golf, fishing and winter visitors. Kingman, the county seat, is described as a regional trade, service and distribution center for northwestern Arizona. Lake Havasu City and Colorado City round out the four incorporated cities. A house in a tourism-driven area and one in a trade and distribution hub may draw different buyers and renters.
Run the rental numbers honestly. HUD's $1,229 for a 2-bedroom and $1,708 for a 3-bedroom are benchmarks and not guarantees. Compare them with your actual costs and the condition of the roof, HVAC and cooling systems.
Plan for tax and title issues. Ask an attorney or title professional to review back taxes, liens and estate authority before closing. The filings themselves are public, and Keystone delivers the ones in this county matched to owner and property so you can spend your time on conversations.
